Белоруски председник нашао се на америчкој „црној листи“ 2001. године, али му то није сметало да значајно унапреди економију земље и подигне животни стандард становништва.

Стављање Милорада Додика на „црну листу“ Сједињених Америчких Држава, као последња мера притиска одлазеће америчке администрације на председника Републике Српске, не мора се нужно одразити на стандард становништва овог босанскохерцеговачког ентитета. Напротив.

Случај председника Белорусије Александра Лукашенка, који се обрео на америчкој „црној листи“ још 2001. године, а за то време је унапредио економију земље и учврстио своју власт показао је да санкције САД могу бити контрапродуктивне.

Како је Лукашенко „посвађао“ САД и ЕУ

Биши амбасадор СРЈ и Србије у Белорусији Срећко Ђукић сматра да би и Милорад Додик, после стављања на америчку „црну листу“, могао економски препородити Републику Српску на сличан начин као што је и Александар Лукашенко препородио Белорусију.

Ђукић подсећа за Спутњик да се Лукашенко нашао на америчкој „црној листи“ после председничких избора које су САД прогласиле недемократским, као и све касније изборе у Белорусији.

Тадашњи амерички председник Џорџ Буш Млађи донео је „Декларацију о демократији“, којом је и читав државни врх Белорусије стављен на „црну листу“, а касније се том потезу прикључила и ЕУ, на чијој је „црној листи“ било 400 до 500 људи из државног апарата.

Међутим, после Минских преговора о Украјини, Белорусија је скинута са „црне листе“ Европске уније.

Према Ђукићевом мишљењу, стављање појединих људи на „црну листу“ је манир САД који представља „ултимативни притисак на поједине државе, државнике и политичаре широм света, мешајући се на тај начин у унутрашње послове појединих држава“.

Не постоје границе за руски капитал

„Међутим, то не мора ништа да значи ако се води успешна унутрашња политика, пре свега у погледу развоја економског система и привреде, јер то се директно одражава на животни стандард становништва, а од тога зависи успех сваког руководства. Напротив, то је и мотивација више да се лидери више посвете унутрашњим питањима, као што је случај са Лукашенком, који је успео да изгради добар економски модел“, каже Ђукић.

Бивши амбасадор у Белорусији објашњава да је Лукашенко избегао све опасне приватизације и шок-терапије, сачувао је репрезентативно место државног капитала и власништва у привреди, а у исто време снажно је развијао приватну иницијативу али не на рачун распродаје државних ресурса. Његова девиза је да не продаје коку која носи златна јаја попут нафтних завода или телекомуникационих компанија.

„Службовао сам у то време у Минску, а Белорусија је баш тих година бележила јако високе стопе привредног раста од девет или десет одсто, неких година чак и 11 или 12 одсто. Истовремено животни стандард становништва је изузетно скакао“, каже Ђукић који је био амбасадор у Минску од 2004. до 2011. године.

Нешто слично, према Ђукићу, могао би учинити и Милорад Додик сада кад су га САД ставиле на „црну листу“. Он подсећа да РС најтешње сарађује са Русијом и додаје да би ту сарадњу сада требало још више ојачати јер је реч делу света на који се РС у овој ситуацији мора ослањати.

„То је прилика за још већи пласман руског капитала и долазак руских фирми на тржиште РС и њихово учвршћивање у региону. Без обзира што нема заједничке границе између Русије и РС, то не би требало да буде препрека за већу привредну сарадњу са Русијом, као и Белорусијом, Казахстаном, Кином“, сматра Ђукић.

Санкције Додику падају за дан

Бивши амбасадор у Белорусији истиче да нема места за панику и додаје да је дошло време да се потраже нове могућности за привредну сарадњу са свима који то желе, у првом реду са Русијом и Кином.

Према Ђукићевим речима, постоји много могућности да РС, окрећући се решавању унутрашњих питања, поспеши економски унутрашњи развој који би требало да доведе до високог привредног раста.

„Санкције САД не морају да буде никаква препрека и познавајући Милорада Додика мислим да он није страшљив човек и да га стављање на америчку ’црну листу‘ уопште не плаши. Са друге стране, видим да он изванредно артикулише ствари и да из тих америчких санкција може успешно да исплива и да би најбољи одговор био ако би он од РС направио једну економску оазу са динамичним економским успоном“, закључио је Ђукић.

С друге стране, санкције које је одлазећа америчка администрација увела председнику РС могу се укинути за дан, каже за Спутњик Милан Крстић, асистент на Факултету политичких наука у Београду.

„Санкције које су уведене Милораду Додику спадају у категорију тзв. паметних санкција и издате су од одлазеће администрације САД, конкретно од једног одељења у Департману за трезор и на основу њихове директиве 13-304. Наредна администрација, уколико то жели, може истом таквом директивом без, уплитања Конгреса, да у једном дану прекине ове санкције“, објаснио је Крстић.

    successful, such as: Patrice Lumumba (Congo), Rafael Trujillo (Dominican
    Republic), Ngo Dihn Diem (Vietnam) Salvador Allende (Chile)

    Arms Trade & US Military Presence
    . The US is the world’s largest seller of weapons abroad, arming
    dictators, militaries, and terrorists that repress or victimize their
    populations, and fueling scores of violent conflicts around the globe

    . The US is the world’s largest provider of live land mines which, even in
    peacetime, kill or injure at least several people around the world each day

    . The US has military bases in at least 50 nations around the world, which
    have led to frequent victimization of local populations.

    . The US military has been bombing one Middle Eastern or Muslim nation or
    another almost continuously since 1983, including Lebanon, Libya, Syria,
    Iran, the Sudan, Afghanistan, and Iraq (almost daily bombings since 1991)

    This, then, is a sampling of American foreign policies over the last 50
    years. The FBI uses the following definition for Terrorism: „The unlawful
    use of force or violence committed by a group or individual, who has some
    connection to a foreign power or whose activities transcend national
    boundaries, against persons or property to intimidate or coerce a
    government, the civilian population or any segment thereof, in furtherance
    of political or social objectives.“ This sounds like the terrorism we just
    experienced. It also sounds a lot like the US policies and actions since
    1945 that I’ve just described.
